Another way that may ease the potential guilt is to have an agreement to a game of chance, with the loser being the one who will not get protected, but that would require every team to agree to that and be willing to abide by the results.

More would be more reassuring in a way, since everyone's chance of being chosen would feel slimmer, but as long as there's a loser, there's still one guaranteed unprotected group. The groups not involved in the wager would simply be free to arrange protection with one another properly.
... I don't know if we'll be able to avoid deception, but at the very least, we can avoid promises. Regardless of what course we decide to take, there should be ways around that.
