We don't know where the "top" is yet. The absolute worst case scenario . . . would be that all teams except Phoenix and Basilisk vote for Phoenix on this same logic. That would raise them 24 floors and only lower them 1. There surely can't be that many floors. But I know that's unlikely. And the surest method would be "vote for a team we think no one else will vote for," but my first thoughts would be Unicorn and Tsuchigumo, which I'd rather not, along with the rest of you . . .

[Then:]

The same team—if we target the same team, both to raise and to lower, we're only raising the team two floors, not three. That's where we'll most mitigate the damage we do.
